Apply both the reason and timing tests
Under CGST Rule 138(9), an e-way bill may be cancelled electronically when goods are not transported or are not transported according to the details furnished. The cancellation window under the rule is 24 hours from generation. The rule bars cancellation if the e-way bill has been verified in transit in accordance with Rule 138B. A supported reason, open time window and absence of that verification are separate checks.

Use generation time, not movement or validity
Capture the generation timestamp and add 24 hours. A vehicle’s departure, the invoice date and the expiry of transport validity are different events. Verify the actual submission and result rather than assuming that starting a request cancels the bill. Rule 138(9) provides for electronic cancellation on the common portal. The NIC portal FAQ identifies the generator as the party that uses the cancellation function.
Preserve the old record and reconcile replacement
Link the generated bill, dispatch decision and any cancellation confirmation. If a later movement requires a new e-way bill, establish the correct transaction details and have a valid bill in place before movement where the rules require it. A replacement does not validate an earlier movement. Keep the old and new references distinct to prevent duplicate dispatch or accidental reliance on a cancelled bill.
Separate other GST processes
Cancellation does not itself cancel the tax invoice, revise a filed return or cure an incorrect movement. Recipient or supplier acceptance or rejection under Rule 138(11) and (12) is a separate process. If the cancellation window is missed or transit verification blocks cancellation, record what happened and assess the appropriate lawful correction or response on the facts.
Six worked illustrations
All facts and amounts are fictional. Calculations illustrate the stated assumptions, not a predetermined legal outcome.
Illustrative example 1: Cancelled dispatch before the deadline
An e-way bill is generated on 7 November at 09:20 and dispatch is called off. The 24-hour endpoint is 8 November at 09:20. A successful cancellation at 08:50 is 30 minutes before that endpoint.
Illustrative example 2: Clock starts before loading
Generation is 6 November at 18:00; loading was planned for 7 November at 14:00 but is abandoned. At 19:30 on 7 November, 25 hours 30 minutes have elapsed; the window is already past by 90 minutes.
Illustrative example 3: Verification within the window
Generation is at 08:00 and transit verification under Rule 138B is recorded at 11:15. A request at 12:00 is only four hours after generation but verification still blocks cancellation.
Illustrative example 4: Cross month-end
Generation is 30 November at 22:45. The 24-hour endpoint is 1 December at 22:45, not the start of 1 December.
Illustrative example 5: Correction before a different dispatch
A bill generated at 10:10 is cancelled at 13:40 after the scheduled movement is abandoned. Elapsed time is three hours 30 minutes. A valid replacement generated at 16:00 for a later movement is a distinct record; reconcile both.
Illustrative example 6: Receipt and expiry records differ
At 15:00 on 9 November an operator finds that a bill generated at 14:30 on 8 November has not been cancelled. Although another system shows a later validity expiry, the 24-hour cancellation endpoint passed 30 minutes earlier.
Ten-step verification table
| Step | Action | Evidence |
|---|---|---|
| 1 | Identify the specific e-way bill and generator | E-way bill and login or generation evidence |
| 2 | Determine whether transport happened as furnished | Movement and dispatch records |
| 3 | Record the exact generation time | Portal timestamp |
| 4 | Calculate the 24-hour endpoint | Dated working |
| 5 | Check verification in transit | Inspection evidence and portal status |
| 6 | Submit through the applicable mechanism | Cancellation action record |
| 7 | Confirm completion rather than request initiation | Final status and available confirmation |
| 8 | Assess whether a later movement needs a new bill | Movement and document review |
| 9 | Reconcile invoices and returns separately | Independent GST correction file |
| 10 | Archive the old and new references | Dispatch reconciliation and sign-off |
