The Central Board of Indirect Taxes and Customs (CBIC) and the New Zealand Customs Service signed a Memorandum of Cooperation (MoC) on electronic origin data exchange for trade in goods. The Ministry of Finance announced the arrangement through a Press Information Bureau release dated 21 October 2026 (Release ID 2326043). The MoC itself was signed on 19 October 2026.
The agreement is linked to the India–New Zealand Free Trade Agreement (FTA), which entered into force on 20 October 2026. The customs arrangement is intended to enable advance electronic exchange of origin-related data and to improve cooperation between customs administrations. According to the official release, this should reduce information gaps, strengthen predictability and facilitate use of tariff preferences for eligible trade between the two countries.
This is a customs-cooperation arrangement, not a separate announcement of a change in GST rates, customs tariffs, or statutory filing deadlines. The release does not provide a separate effective date for a trader-facing electronic filing obligation or detailed technical implementation instructions. Businesses should therefore continue to apply the relevant FTA rules of origin, documentary conditions and prevailing customs procedures until further operational instructions are issued.
Importers, exporters and their customs advisers dealing with India–New Zealand goods trade should monitor subsequent CBIC and New Zealand Customs notifications for implementation details, including whether any origin-document verification or data-submission processes change.
