The Reserve Bank of India issued a communication dated 19 October 2026 regarding amendments to three entries on the United Nations Security Council's ISIL (Da'esh) and Al-Qaida sanctions list. The underlying UN update was announced on 15 October 2026, and the RBI communication concerns implementation of section 51A of the Unlawful Activities (Prevention) Act, 1967.

The amended entries concern two individuals, Mounir El Motassadeq (QDi.082) and Noor Wali Mehsud (QDi.427), and one entity, Tehrik-e Taliban Pakistan (QDe.132). These are amendments to existing entries, not a statement that three new persons or entities have been added to the list.

The RBI addressed commercial banks, small finance banks, payments banks, co-operative banks, regional rural banks, local area banks, non-banking financial companies, asset reconstruction companies and all-India financial institutions. It advised regulated entities to act in accordance with Chapter IX of the Reserve Bank of India - Know Your Customer Directions, 2025 and the procedure under the UAPA Order referred to in those Directions.

Regulated entities should ensure that their sanctions-screening records and compliance actions reflect the amended entries. The RBI also reiterated the relevant procedure for forwarding delisting requests received by banks to the Ministry of Home Affairs.
