A business in the Hyderabad urban region should first map its premises to the corporation created by the current notification, then reconcile its existing Trade Identification Number, or TIN, with the official service record. A certificate or payment page carrying the old GHMC name does not, by itself, determine which corporation now administers the property.
G.O.Ms.No.55 dated 11 February 2026 reorganised the existing GHMC into three corporations with immediate effect. Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation were constituted, while the remaining specified area continued as Greater Hyderabad Municipal Corporation. These are separate municipal bodies; they should not be confused with police commissionerates or revenue districts using similar names.
The present public payment gateway is branded Core Urban Region Economy, or CURE, while continuing to use a ghmc.gov.in address. It provides TIN-based trade-licence payment, trade search and receipt retrieval. This is a useful example of why a technical domain name and the legal authority for a premises must be checked separately.
Use the notified zone allocation
The February 2026 order allocates zones by reference to their reorganisation under G.O.Ms.No.292 dated 24 December 2025. The practical allocation is:
| Corporation | Zones identified in G.O.Ms.No.55 |
|---|---|
| Cyberabad Municipal Corporation | Serilingampally, Kukatpally and Qutbullapur |
| Malkajgiri Municipal Corporation | Malkajgiri, Uppal and L.B. Nagar |
| Greater Hyderabad Municipal Corporation | Shamshabad, Rajendernagar, Charminar, Golconda, Khairatabad and Secunderabad |
Use the current zone boundaries, not a remembered pre-expansion description. A locality's popular name can cover several streets or administrative units. Obtain the property number, complete door address, location and present circle or ward evidence before allocating it.
The order does not make every address in the wider metropolitan region part of one of these three bodies. A premises outside the notified area still requires identification of its own local authority. Equally, a business should not rely on a police website's GHMC wording to decide the municipal corporation.
Where the boundary is unclear, send the exact property particulars and old licence to the responsible municipal circle or zone office and request confirmation. A dated written answer is especially useful where the trade record and property record show different administrative descriptions.
Treat the old TIN as a record to reconcile
Retain the existing licence, TIN, previous applications, municipal receipts and any endorsements. The CURE payment service still accepts a TIN to identify dues, and the trade-search page provides fields including circle, owner, trade and door particulars. These routes help trace a legacy record without assuming that a new corporation necessarily requires a new number.
A successful search should be followed by a field-by-field comparison. Check the legal operator, trade name, premises, area, activity, circle, period and payment history. A familiar TIN is not enough if it now retrieves a different branch or an outdated operator.
Do not claim that every historical payment or certificate has migrated correctly merely because the portal displays a balance. Download the available receipts and compare them with the business's retained municipal evidence. Missing years, duplicated demands and unexplained opening balances should be investigated before the record is treated as reconciled.
If the TIN cannot be found, use the available official search fields with consistent premises details. Preserve the failed result and seek record tracing. Avoid creating repeated fresh applications simply to obtain an immediately searchable number. Duplicate records can split payment history and make subsequent closure or renewal harder.
Separate four different events
An ordinary renewal, a correction following civic reorganisation, a change of business operator and a change in trade or premises are different events. The first renews an otherwise accurate record. The second updates administrative or clerical particulars. The third concerns who carries on the business. The fourth can change the substantive licensing assessment.
A table prepared before filing can prevent the wrong route:
| Event | Example | Main evidence |
|---|---|---|
| Administrative remapping | Same shop, new corporation or ward | Notification-based jurisdiction and old record |
| Clerical correction | Typographical door-number error | Lease and property evidence |
| Operator change | Sale of proprietorship or new legal entity | Sale/constitution documents and effective date |
| Activity or premises change | Kitchen added or business moved | Process note, area/layout and new occupancy evidence |
Explain the event honestly to the licensing office. A buyer should not keep using the seller's record merely because the TIN remains searchable. A company changing its display name is different from another company taking over the operation. A premises renumbering is different from moving across the road.
The appropriate amendment, transfer or fresh-application procedure must follow the facts and current service. Do not assume that paying a renewal demand approves a change that was never disclosed.
Use the official gateway and retain the result
Start from the current government service gateway. The CURE payment site offers separate trade-payment, trade-search and trade-receipt links. The new-trade application service is a separate function. Read the current form and required evidence before submitting personal or business information.
For an existing record, identify the TIN and examine the displayed demand. Confirm the period and what the amount represents: current fee, arrears, additional fee or another component. Match the applicant and premises before paying. If the portal's administrative label conflicts with the notified corporation, seek clarification rather than selecting a convenient location.
After payment, obtain the municipal receipt and verify allocation to the correct TIN and period. The receipt-retrieval route accepts TIN or registered mobile details. Keep the application and issued certificate or renewal evidence together; a bank debit does not establish that the municipal ledger received the intended amount.
Use contact details controlled by the business. When a consultant or employee leaves, update the registered contact through the appropriate official procedure and preserve evidence of the change. A licence history that depends entirely on a former employee's phone number is difficult to reconcile during a transition.
Understand the 2026 renewal record without inventing a grace period
The published GHMC press note dated 19 November 2025 concerns the licence period from 1 January to 31 December 2026. It was issued before the February reorganisation. Its schedule deferred the no-additional-fee application date to 20 December 2025, specified 25% for the next stated delay period up to 19 February 2026, and 50% from 20 February 2026 onwards.
That document is useful when examining an existing 2026 demand or earlier payment. It must not be represented as a new post-reorganisation grace period, nor should a November 2025 notice be used to claim that no later corporation-specific instruction can affect the calculation. Compare the actual demand with the applicable written direction, and obtain a calculation where the amount is disputed.
The same notice describes Telangana Green Fund collection alongside the licence fee. Consequently, the fee shown on an old licence may not equal the total amount payable in a later demand. Reconcile components separately and retain the municipal explanation where a migration or operator change affects the balance.
Reorganisation alone is not evidence that expiry dates, arrears or renewal obligations have been cancelled. A business that has not renewed should address the lapse promptly with the current authority. It should not wait for a new logo or assume that missing demand data creates an exemption.
Prepare a focused missing-record or duplicate-demand request
A useful request states exactly what is wrong. For a missing record, attach the full old certificate, TIN, premises particulars and last municipal receipts. For a payment mismatch, include the demand, transaction date, amount, payment identifier and municipal receipt where available. Redact unrelated bank transactions.
For a duplicate demand, identify both records and explain why they appear to concern the same operator, activity and premises. Ask which record should remain operative and how payments will be linked. Do not close either record casually before the authority confirms the treatment, because one may contain the valid history.
For incorrect corporation or ward mapping, attach the current jurisdiction evidence and a concise old-to-new address cross-reference. Show that the physical premises is unchanged where that is the case. If it actually moved, disclose the move and seek the correct application rather than describing it as a migration error.
Keep the acknowledgement, officer response, portal query and final correction. A service ticket marked “resolved” is not sufficient if the underlying licence still displays the wrong operator or payment period. Check the corrected record itself.
Keep premises and specialist approvals separate
A trade licence does not establish that every proposed business use is lawful at the property. Review the lease, sanctioned use and relevant building or occupancy conditions. Paying property tax does not regularise a prohibited activity or unapproved construction.
Food, fire, pollution, health and other specialist requirements should be assessed according to the operation. A municipal trade record cannot replace them. Likewise, a building permission through BuildNow does not automatically renew a trade licence; BuildNow's order directory is useful for the reorganisation notification, but the building service and trade service have different functions.
An outlet expanding its kitchen or introducing machinery should obtain a fresh substantive review even where its TIN has migrated correctly. Record the new activity, area, equipment and safety implications. A technically correct corporation label does not cure an inaccurate description of the operation.
A branch-level control file
Maintain one line for each premises showing the legal operator, complete address, current corporation, zone/circle, TIN, activity, certificate period, last payment, pending query and person responsible. Keep the supporting documents linked to that premises rather than storing all branches under a single head-office record.
For a group with outlets in Cyberabad and Malkajgiri, central accounts can coordinate the work, but each outlet's jurisdiction and licence must remain identifiable. Cross-check payments before bulk approval so that a receipt for one branch is not mistakenly used to close another branch's task.
An assureOffice client reconciliation checklist can support an adviser discussing these changes with the business. It should not be described as a municipal migration-resolution service. At assureoffice.in, related practice and financial workflows can support organised follow-up while the corporation's records and decisions remain the controlling evidence.
Frequently asked questions
1. Is the old GHMC trade number still usable?
The current CURE service accepts TIN-based trade searches and payments. Use the existing number to trace the record, then verify its particulars and history. This does not establish that every legacy number or payment migrated without error.
2. How do I identify Cyberabad or Malkajgiri jurisdiction?
Map the premises to the current notified zone and circle. G.O.Ms.No.55 allocates specified zones to each corporation. Use exact property particulars and seek municipal confirmation near a boundary instead of relying on a locality or police-commissionerate name.
3. Which zones were allocated to Cyberabad?
The order identifies Serilingampally, Kukatpally and Qutbullapur zones as reorganised under the December 2025 order. Establish the premises' current position within those zones. An informal neighbourhood description is not a substitute for the notified territorial allocation.
4. Which zones were allocated to Malkajgiri?
The order identifies Malkajgiri, Uppal and L.B. Nagar zones using the referenced reorganisation. Check the exact address and current administrative record. The municipal boundary should not be inferred from the revenue district or police jurisdiction alone.
5. Why does a CURE page still use a GHMC domain?
A government technical platform can continue using a legacy domain after administrative change. The current page is branded CURE and provides trade services. Determine legal jurisdiction from the notification and premises record, not the domain name alone.
6. Does reorganisation require every business to apply afresh?
Do not assume a universal fresh-application requirement. Trace and reconcile the existing record first. Follow the responsible corporation's current directions for correction, linking or a genuinely new application, preserving the old certificate and payments.
7. What if a paid renewal is not visible?
Raise a reconciliation request with the TIN, demand, municipal receipt, transaction identifier, date and amount. Preserve the missing-status result. Avoid paying again without checking the official position, because duplicate payment can create another unresolved balance.
8. Can the buyer continue under the seller's licence?
Do not assume automatic transfer. A sale changes the operator even when the premises and activity stay the same. Obtain the applicable transfer or fresh-application treatment and retain the transaction documents and effective handover date.
9. Does another branch need its own assessment?
Yes. Identify the corporation, premises and activity for each branch. A head-office licence or TIN does not automatically cover another outlet, particularly one within another corporation. Keep payments and issued records separately traceable.
10. Is a ward correction the same as moving premises?
No. Administrative renumbering can concern the same physical location, while a move changes the premises. Support a correction with property evidence. Disclose an actual move so that the required substantive procedure can be identified.
11. Does a new corporation cancel old arrears?
Reorganisation alone does not establish cancellation. Examine the demand, applicable period and payment history. If the balance is wrong, request correction with evidence rather than assuming the authority change extinguished the amount.
12. Is there a new automatic renewal grace period?
Do not infer one from the reorganisation. The published 2026 schedule predates the split and has specific dates. Check any applicable later direction and current demand. A missing record or new logo is not evidence of a deadline extension.
13. What does the November 2025 press note cover?
It addresses the 1 January–31 December 2026 licence period and its stated application/additional-fee schedule. Use it to understand that period's record. Do not treat it as a permanent schedule for later years or a post-split migration concession.
14. Can a bank debit prove renewal?
It proves a banking transaction, not municipal allocation or issue. Obtain the official receipt, verify the TIN and period, and retain the resulting renewal or certificate evidence. Investigate a debit that has no corresponding municipal record.
15. What if the portal shows the wrong corporation?
Preserve the displayed record and submit the notified jurisdiction evidence with property particulars. Ask the office to correct or explain the mapping. Do not select a different physical address simply to make the portal accept the application.
16. Should I create another TIN to bypass a missing record?
First seek tracing or migration assistance. A second record can fragment history and generate duplicate demands. Create a fresh record when directed through the proper process and obtain clarification on the old record's treatment.
17. Does BuildNow handle trade renewal?
Building approval and trade licensing are separate services. BuildNow publishes relevant government orders, including the reorganisation notification. Use the current official trade service for the licence task and retain building approvals separately where applicable.
18. Does a trade licence prove sanctioned commercial use?
No. Check premises use, building and occupancy conditions independently. The lease and property-tax record do not by themselves authorise every activity. Specialist fire, food or pollution requirements must also be assessed separately.
19. What contact details should the business control?
Use an email and mobile arrangement that remains accessible to the business's authorised management. Update them through the prescribed procedure when staff or consultants change. Keep evidence so that historical receipts and regulatory communications remain retrievable.
20. What should an adviser reconcile first?
Start with the premises, notified corporation and existing TIN, then compare operator, activity, period and payments. That sequence distinguishes a data-mapping problem from a transfer or substantive business change and prevents unnecessary duplicate applications.
